摘要:

该文针对农业科研单位如何把握发展机遇,充分利用良好的外部环境,创新改革发展思路,提升农业科技自主创新的核心竞争力,提出了改革创新管理体制和运行机制、提高人才整体创新能力、把握好“三大关系”、加大政府的稳定投入、加强求实的创新文化建设等改善环境的相应对策。

Abstract:

In view of how should the agricultural research institutions grasp opportunities for development, take full advantage of favorable external conditions, to innovate, reform and develop thought, and to upgrade core competitiveness of independent innovative agricultural science and technology, this paper puts forward suggestions of reforming and innovating management system and operation mechanism, relevant counter measures of promoting whole innovation ability of talents, dealing well with the "Three Relations", increasing stable government input, strengthening construction of realistic and innovative culture to improve environment conditions
