以新农村为视角构建公共财政保障机制——基于安徽省岳西县调查的思考

摘要:

通过对安徽省国家级重点贫困县岳西县进行实地的调研,总结了岳西县财政保障基层政府进行社会主义新农村建设取得的绩效;提出4个方面构建社会主义新农村的公共财政保障机制:公共财政保障新农村建设的优先次序;农村公共产品的供给;建立健全公共财政支农长效机制;以新农村建设为导向,进一步完善公共财政体制。

Abstract:

In accordance with the investigation on the Yuexi County of Anhui province,this paper summarizes performance on building the socialism new countryside achieved by the local government.The paper also brings forward the idea of building a socialism new countryside public financial support mechanism from 4 perspectives:the idea of guaranteeing the priority by public finance;the supply of rural public goods;the building and perfecting of long-term mechanism with the support of public finance;and the idea of further improving public financial system with the orientation of building a new countryside in China.
