| 该文阐述了财政专项经费对推动中国农业科学院发展发挥的巨大作用,着重指出了目前财政专项管理中存在的一些突出问题,如预算执行进度仍然缓慢；项目立项预测性不足,准备工作不充分；项目实施管理人员队伍不稳定,管理素质不高等,并提出了做好下一步工作的要求。 |

| Abstract: |
| This paper stated that the financial special funds played an important role in the promotion of the development of Chinese Academy of Agricultural Sciences, highlighted some of the outstanding issues existing in the special funds management, such as the slow progress in budget execution, lack of the predictability and preparation for starting projects, the instability of the project management team, and the low level of management, and so on. Finally, this paper put forward the requirements for next work. |
