| 文章对目前在农业项目招投标管理工作中发现的规避招标和虚假招标两类问题进行了研究、归纳、总结,分析了问题的各种表现形式,提出了发现这些问题的3种方法,包括调查质询法、综合对比法和财务分析法,为农业项目检查人员或管理人员在项目管理工作中提供参考。 |

| This paper studied and summarized two types of problems of evasion and false bidding occurred in the management of agricultural projects bidding, analyzed the various manifestations of the problem, put forward three kinds of methods for discovering the problems, i.e., survey questions, comprehensive comparisons and financial analysis, which could provide a reference for the management of agricultural projects. |
