五保供养向农村低保过渡的可行性分析

摘要:

五保供养变为国家救助后,与农村低保在属性上渐趋一致。由于五保供养与农村低保有许多相同之处,在农村社会保障制度不断完善,城市相关经验可供借鉴的情况下,其应逐步向农村低保过渡,纳入农村低保后分类施保。过渡中应重视五保与低保的区别,不降低五保户的生活水平,将过渡建立在全面完善农村社会保障体系的基础上。

Abstract:

After “five guarantees” become the state salvation, it has the same attribute with rural minimum living standard security system (base guarantee). As the “five guarantees” and rural “base guarantee” have much in common, in the situation of the continuous improvement of rural social security system and urban-related experience for reference, the “five guarantees” should gradually transit to rural “base guarantee”. The transition should pay attention to the difference between the beneficiaries, without reducing the living standards of households, and comprehensively improve rural social security system.
