文章概述了中央级科学事业单位修缮购置专项在基层单位执行过程中存在的主要问题,并总结提出了提高修缮购置专项执行管理的4项主要措施,即:编制高质量的修购项目规划是提高项目立项质量的基础、统筹安排项目的前期工作是加快修缮购置项目执行进度和质量保证的关键、抓好修缮项目的现场管理是保证工程质量和进度执行的核心、严格执行工程“四制”管理是修缮类项目安全规范执行的基本保证。 |

This paper summarized the existing problems during the process of the implement of special items for repair and purchase in central scientific institutions, and summed up four main measures to improve the management of the special items, namely:the high quality of project planning that was the basis to improve the quality of the project, overall arrangement in the early stages of the project that was the key to accelerate the project implementation schedule and quality assurance, the management of the project on the spot that was the core to ensure the engineering quality and schedule, strictly enforcing management of engineering that was the basic guarantee for project safely implementation. |
