农业科研院所财务管理存在的问题及对策分析

摘要:

农业科研院所财务管理在制度体系建设、改革财务管理方式等方面取得了一定的成就,但是在实务操作中仍然存在和面临着一些刻不容缓、亟待解决的问题。该文侧重对农业科研院所财务管理制度、会计人员业务能力、国有资产管理、项目经费使用、农业工程招标等方面存在的一些主要问题进行了分析和研究,挖掘问题产生的根源,并且有针对性地提出了加强农业科研院所财务管理的具体对策和措施。

Abstract:

The financial management of agricultural research institutes had made great achievements including system construction, reform of the financial management methods, etc. But there are still some urgent problems to be solved in the practical operation. This paper analyzed the existing problems in these aspects including financial management system, accounting personnel professional ability, state-owned assets management, use of funds, the project of agricultural engineering bidding in agricultural research institute etc., tried to find out the causes, and put forward some countermeasures to strengthen the financial management in agricultural research institutes.
