| 预算绩效管理是财政改革发展到一定阶段的必然选择，是财政科学化、精细化管理的出发点和落 脚点，也是农业科研院所实现跨越式发展的重要推动力。文章分析了预算绩效管理的基本内涵及对跨越式 发展的重要意义，以中国农业科学院为例提出农业科研院所实施预算绩效管理的基本路径及要点，最后就 当前如何加强预算绩效管理提出相关思考与建议。 |

| The budget performance management is the inevitable choice when the reform of the financial system comes to a certain stage. It is the starting point and objective of the scientific and detailed management in finance， and also the important impetus for agricultural research institutes to realize the great-leap-forward development. The article analyzed the basic meaning of the budget performance management and the significance of the leapfrog devel- opment. Then it put forward the basic way and key point of the budget performance management in Chinese Acade- my of Agricultural Sciences. Finally it presented the relevant thoughts and suggestions on how to strengthen the budget performance management at present. |
