| 十八大以来, 我国提出创新驱动发展战略, 开展了全面科研管理制度的改革, 颁布了诸多的科研管理制度和规定, 各级政府管理部门和科研机构也响应国家号召, 颁布实施了一系列旨在提高我国科技创新水平的政策和制度。文章针对《关于深化中央财政科技计划(专项、基金等) 管理改革的方案》, 提出了新常态下基层科研管理部门在科研发展规划编制、科研项目过程管理、科研信用等级建立、科研成果转化等方面的新要求, 探索新形势下进行有效管理的策略, 协助各级主管部门做好科研管理工作, 激发广大科研工作者的积极性与创造力, 研究开创更多科研成果。 |

| Since the eighteenth congress of the Communist Party of China, innovation - driven development strategy was proposed in order to promote the development of science research. Government departments at all levels also made response to the policy and issued a series of technology innovation policies and systems. On deepening the
central fiscal science and technology plan, this paper put forward the new requirements of scientific research management for scientific research and development planning, scientific research project process management and scientific research credit establishment, and the transformation of scientific research under the new normal, explored the management strategies to assist the administrative departments at all levels to stimulate the creativity and positivity of science research personnel and create more scientific research achievements. |
