现代农业区域发展水平评价及差异化对策研究*

ANALYSIS OF REGIONAL DIFFERENCES IN THE DEVELOPMENT LEVEL OF MODERN AGRICULTURE IN JIANGSU AND ITS PROMOTION STRATEGY*

摘要:

“十二五”期间，江苏现代农业取得了举世瞩目的成就，由于受到各种因素的影响，苏南、苏中、苏东和苏西北四大地区发展水平地域差异明显极不平衡。为了推动江苏各地现代农业全面协调发展，首先根据土地产出率和农业劳动生产率这两个指标，分析了江苏四大区域现代农业发展在区位、资源配置、农业科技装备存在差异的客观原因； 然后运用德尔菲法对江苏省13个市的现代农业发展水平进行测度和评价； 最后从区域差异化发展视角，对江苏现代农业发展规划、区域间协同发展、土地流机制、提升产业化水平和强化科教支撑体系等方面提出了建议。

Abstract:

The modern agriculture has achieved remarkable achievement in Jiangsu during "Twelfth five-year" period.Due to the influence of various factors, the development level was uneven and showed obviousregional differences. To promote modern agriculture comprehensive coordinated development, first of all, this paper analyzed the causes leading regional differences, the allocation of resources, and agricultural science and technology equipment,according to the indicators of land productivity and agricultural labor productivity. And then, it evaluated the level of modern agriculture development in 13 cities of Jiangsu province using the Delphi method. Finally, from the perspective of regional differentiation, it put forward some suggestions in terms of regional coordinated development,modern agricultural development planning, land flow mechanism, the level of industrialization, and science and education support system.
