摘要:

自《农民专业合作社法》实施10年来，农民专业合作社的快速发展为农村经济和农民收入增长做出了重要贡献，但仍存在规模小、产业类型单一等问题。2017年以来国家发布了乡村振兴战略并修订了《农民专业合作社法》，明确了政府在合作社发展的统筹协调职责，扩展了合作社的经营范围，进一步规范了农民专业合作社的组织和行为，制订了合作社联社的相关政策。未来农民专业合作社将向延伸产业链、拓展新兴产业类型、提高规模效益方向发展。

Abstract:

Since the Law of Farmers′ Specialized Cooperatives was implemented ten years ago, the rapid development of farmers′ professional cooperatives has made important contributions to the growth of rural economy and farmers′ income. The existing problems concentrated on that scale was small and agriculture structure was simple. Since 2017, the state government has issued the strategy of Rural Revitalization and revised the Law of Farmers′ Professional Cooperatives. The law clearly defined the overall coordination responsibility of the government in the development of cooperatives, expanded the scope of the operation of the cooperatives, further standardized the organization and behavior of the farmers′ professional cooperatives, and formulated the relevant policies of the cooperative association. In the future, farmers′ professional cooperatives will develop in the direction of extending the agriculture chain, increasing the types of agriculture products and services, and expanding economic scale.
