摘要:

文章阐述了科技领域“放管服”的重要性及意义，分析当前科研经费“放管服”中存在的问题，并从科研经费管理的前端——科研项目申报、中端——科研项目执行、后端——科研项目验收及成果转化3个环节探索构建以知识价值为导向的科研经费管理模式。

Abstract:

The article expounds the importance and significance of “delegate power, improve regulation and upgrade services” of science and technology field, analyzing the problems existing in the scientific research funds “delegate power, improve regulation and upgrade services”and from the three links of scientific research funds management: front-end - scientific research project declaration, middle-end - scientific research project execution, back-end - scientific research project acceptance check and achievement transformation to explore the construction of knowledge value oriented scientific research funds management mode.
