农业科研机构评价实践探索与思考——以中国农业科学院研究所评价为例

摘要:

科技评价改革是推进科技体制改革的重要举措，科研机构评价是科技评价的重要组成部分。文章介绍了国外科研机构评价的典型做法和中国农业科学院以量化为主的研究所评价体系的设计，总结了研究所评价的实施效果，分析了存在的问题，提出了重视科研导向作用、科研评价导向要与发展目标相一致、把握新时期的新导向、重视评价分析等一系列优化科研机构评价的建议。

Abstract:

The reform of science and technology evaluation is an important measure to promote the reform of science and technology system. The evaluation of scientific research institutes is an important part of the evaluation of science and technology. The typical evaluation methods of foreign scientific research institutes and quantification-based institute evaluation system of Chinese Academy of Agricultural Sciences were introduced in the paper. The practical effects and problems were analyzed, and suggestions for optimizing the evaluation of scientific research institutes were put forward, such as paying attention to the role of scientific research, matching the orientation of scientific research evaluation and the development goals, grasping the new orientation of the new era and analyzing evaluation results.
