农业科研机构大型仪器设备市场化运营的对策以中国热带农业科学院为例

摘要:

大型科研仪器设备是科研院所和高校科学研究、人才培养和社会服务的重要条件保障。为提高其使用效率和效益，支撑国家科技创新，国务院提出了探索和推广以授权为基础、市场化方式运营为核心的科研仪器设备开放共享机制。文章梳理了目前全国大型科研仪器设备市场化运营的方式及存在的问题，并以中国热带农业科学院大型仪器设备共享中心为例，分析了大型科研仪器开放共享在现有共享模式下的不足之处，提出该中心进行大型科研仪器开放共享市场化运营的建议，为农业科研机构开展大型科研仪器开放共享管理和市场化运营提供参考。

Abstract:

Large-scale scientific research instruments and equipments are an important condition for talent training, scientific research and social services in universities and research institutes. In order to improve their efficiency and benefit and support national scientific and technological innovation, the State Council has proposed to explore and promote an opeing and sharing mechanism for scientific research equipment based on authorization and operating in a market oriented manner. This article sorted out the current market oriented operation methods and existing problems of large-scale scientific research equipment in the country, and took the precision instruments sharing center of the Chinese Academy of Tropical Agricultural Sciences as an example, and analyzed the shortcomings of the open sharing of large-scale scientific research equipment under the existing sharing mode. Then, it put forward the proposal for opening and sharing market operation of large-scale scientific research instruments, and provide reference for agricultural research institutes to carry out large-scale scientific research instrument open and shared management and market oriented operation.
