人才下乡发展意愿影响因素的实证研究

摘要:
人才是支撑乡村振兴的重要力量。但城乡之间人才吸引力存在明显差异。如何打破城乡人才吸引力不平衡状况,引导人才回流农村成为一项重要课题。文章在走访调研基础上,构建Probit模型进行量化分析。结果得出当前收入、工作地点和对当地基础设施、岗位稳定性、亲友情况、岗位社会需求等方面的关注程度对人才下乡发展意愿有显著影响。立足模型结果,针对性提出从收入、教育、住房等方面出台支持政策、优化服务管理、加强与社会联系、培育有乡土情怀的人才等措施,以提高人才下乡发展的意愿。

AN EMPIRICAL STUDY ON THE INFLUENCING FACTORS OF TALENTS' WILLINGNESS TO DEVELOP IN RURAL AREAS

Abstract:
Talent is an important force to support rural vitalization. But there are obvious differences in talent attraction between urban and rural areas. How to break the balance of attraction between urban and rural areas and guide the return of talents to rural areas had become an important topic. On the basis of interview survey, the Probit model was constructed to make a quantitative analysis. The results showed that the current income, work location and local infrastructure, job stability, local relatives and friends, social needs and other aspects had a significant impact on the willingness of talents to go to the countryside. Based on the results, this study put forward the supporting policies in terms of income, education, housing, improving service and management, strengthening ties with all sectors of society, and cultivate talents with local feelings, so as to improve the willingness of talents to develop in countryside.
