科研经费管理流程优化路径探究以J科学院为例

摘要:

优化科研经费管理流程是国家“放管服”改革的内在要求。文章以J科学院为例，分析当前科研经费管理流程存在的问题，认为在财务系统功能完善、科研与财务系统间信息共享、经费报账效率等方面存在不足，从科研经费收入、经费支出、经费结题三方面对现有流程进行优化研究，探索性地提出优化科研经费管理流程的路径，以及流程优化的配套设计。

Abstract:

The manage process optimization of scientific research funding is the inherent requirement under the background of “Release，Management，Services”. This paper took J Science Academy as an Example, analyzed the existing main problems, such as the improvement of financial system functions，information sharing between scientific research system and financial system，and the efficiency of financial accounting, and summarized the optimization of the current manage process from three aspects, the income of scientific research funds, the expenditure of scientific research funds and the conclusion of scientific research funds. Then it put forward the path of optimizing management process of scientific research funds and gave the matching design.
