科技特派员机制创新研究——以福建省为例

摘要:
科技特派员制度源于福建省南平市的农业科技服务创新实践,逐渐成为一种全国性的农业推广模式,在20多年的发展中不断完善并创新机制,在我国脱贫攻坚、乡村振兴中发挥了积极作用。福建省科技特派员工作一直走在全国前列。文章总结了福建省科技特派员发展现状及成效,从科技服务精准对接、拓展服务外延与内涵、组团服务全产业链、科技服务市场化等方面分析其机制创新,并从科技人员、服务对象、政府主管部门等三方有机协同的角度,提出完善科技特派员机制创新的对策建议。

Abstract:
The science and technology commissioner system originates from the innovative practice of agricultural science and technology services in Nanping city, Fujian province, and gradually becomes a national agricultural extension model. In the development of more than 20 years, it had continuously improved and innovated the mechanism, and had played a positive role in poverty alleviation and rural revitalization in China. The work of science and technology commissioners in Fujian province had always been at the forefront of the country. This study summarized the development status and achievements of science and technology commissioners in Fujian province, analyzed its innovation mechanism from the aspects of precise docking of science and technology services, expanding the extension and connotation of services, organizing the whole industry chain services, and service marketization, and put forward countermeasures and suggestions to improve the science and technology commissioner system from the perspective of scientific and technological personnel, service objects, government departments in charge and other tripartite participants.
