做好基层单位政府购买服务项目经费管理的思考

摘要:

自2013年以来，政府购买服务方式有效地提高了财政资金使用效益。在公开竞争、合同管理等政策措施支持下，财政资金购买服务的管理机制逐步完善。基层农业科研单位作为承接主体，政府购买服务项目经费为单位注入了节本增效、提高管理水平的动力。文章分析了实际工作中，基层农业科研单位也面临资金到账晚、业务工作延续性和资金统筹难度大、预算执行和财务检查要求高等难题。为做好相关项目经费的后续管理，从预算管理、合同管理、项目资金统筹等方面提出了政策建议。

Abstract:

Since 2013, the government's purchase of services has effectively improved the efficiency of financial funds. With the support of policy measures such as open competition and contract management, the management mechanism for purchasing services with financial funding has gradually improved. Agricultural research institutes, as the undertaking entities, have injected the power of cost saving, efficiency improvement, and management improvement into the units through government procurement of service project funds. However, in practical work, agricultural research institutes also face challenges such as late receipt of funding, difficulty in coordinating funding, and high requirements for budget execution and financial inspection. In order to ensure the follow-up management of relevant project funding, policy suggestions are put forward from aspects such as budget management, contract management, and project funding coordination.
