人才是第一资源,只有充分激发各类人才创新活力才能将人才优势转化为发展优势。文章以中国农业科学院茶叶研究所为例,分析农业科研院所在统筹推进学科、项目、平台、人才“四位一体”建设,强化三链一体布局的主要做法,总结存在的问题,并据此提出强化使命牵引的制度安排、持续推动“产业链-创新链-人才链”协同融合、系统提升有利于创新创造的激励机制、全面提升条件平台支撑能力等激发科研人才创新活力的具体对策和建议,以期为农业科研院所激发人才创新活力提供借鉴。 |

Innovative development depends on talent, talent is the first resource, only by fully stimulating the innovative vitality of various talents can talent advantages be transformed into development advantages. Taking the Tea Research Institute of the Chinese Academy of Agricultural Sciences as an example, this article analyzed the main practices of agricultural research institutes in promoting the construction of discipline, project, platform, and talent in a coordinated manner and strengthening the layout of the three chains as a whole, explored the existing problems, and put forward specific countermeasures and suggestions to stimulate the innovation vitality of scientific research talents, such as strengthening mission-driven institutional arrangements, continuously promoting the synergistic integration of "industrial chain-innovation chain-talent chain", systematically upgrading the incentive mechanism conducive to innovation and creativity, and comprehensively upgrading the supporting capacity of conditioned platforms, with a view to providing references to stimulate the innovation vitality of talents in agricultural research institutes. |
