近年来,国家对农业科研单位的投入不断扩大,农业科研活动产生的科研副产品也呈逐步增长趋势。相比于四技服务等农业科研单位的主业收入,科研副产品具有判断难、总量大、单品少、品质低、物流贵、监管严和辐射广等特点,在管理活动中属于“钱少类杂风险大,收益不高要求高”类型,国家缺少权威专门的法规制度,各单位由于重视不足或管理资源不够,存在科研副产品日常监管较难和处置有一定廉政风险等问题。文章将通过剖析农业科研单位的科研副产品特点,依据有关监管和处置制度精神,以信息化思维和市场化模式为引领,探讨建立农业科研单位科研副产品监管处置新模式,为农业科研单位提升相关工作水平提供有益借鉴。 |

In recent years, the country's investment in agricultural scientific research institutes continues to expand, and the scientific research by-products generated by agricultural research activities also shows a gradual growth trend. Compared to the main business income of scientific research institutes, such as the four technical services, scientific research by-products have the characteristics of difficult judgment, large total quantity, few individual products, low quality, expensive logistics, strict supervision, and wide radiation. In management activities, they belong to the category of "small money, high miscellaneous risks, low returns, and high requirements", and often become important issues such as audit inspections. Moreover, our country lacks authoritative and specialized regulations and systems, and various institutes face difficulties in daily supervision of scientific research by-products and certain integrity risks due to insufficient attention or management resources. Based on the spirit of relevant regulatory and disposal systems, this article analyzed the characteristics of scientific research by-products in agricultural scientific research institutes, guided by information technology and market-oriented models, explored a new way for the supervision and resolution of scientific research by-products in agricultural scientific research institutes, so as to provide useful reference for improving the relevant work level of agricultural scientific research institutes. |
