嵌入式党建促进创新体系效能提升的路径——以中国热带农业科学院为例

摘要:
加强党对科技事业的全面领导,并有效提升党建工作实效,是确保中央级农业科研院所实现高质量发展、迈向治理现代化的坚实政治保障。文章以中国热带农业科学院为例,深入探讨了嵌入式党建模式促进农业科研院所创新体系效能的提升路径。研究指出,嵌入式党建通过组织嵌入、人事嵌入、政治嵌入等方式,有效促进了党组织与科研机构的深度融合,显著增强了科研院所的创新能力与组织效能。具体而言,嵌入式党建在构建交融的组织关系、增强科研团队的核心使命意识、搭建“复合型”人才培养平台以及促进党建与业务资源的深度融合等方面发挥了重要作用。通过具体案例展示了嵌入式党建在推动科技创新、服务乡村振兴等方面的显著成效。研究结论表明,嵌入式党建模式是提升农业科研院所创新体系效能的有效途径,对推动国家创新体系整体效能提升具有重要意义。

Abstract:
Strengthening the Party's comprehensive leadership over scientific and technological endeavors and effectively improving the efficiency of Party building work is a solid political guarantee for ensuring the high-quality development and modernization of governance within national agricultural research institutes. Taking Chinese Academy of Tropical Agricultural Sciences (CATAS) as a case, this study systematically explored how the embedded Party building model enhance the efficiency of innovation systems within CATAS, indicated that the embedded Party building model—through mechanisms such as, organizational coordination, personnel training, and political guidance—facilitated a profound integration between Party organizations and research institutes, thereby significantly boosting the innovation capacity and organizational efficiency of these institutes. Specifically, embedded Party building played a pivotal role in constructing synergistic organizational relationships, heightening the core mission awareness of research teams, establishing a multidisciplinary talent development platform, and fostering the deep integration of Party building with scientific research initiatives. Through the detailed case studies, it showed the notable achievements of embedded Party building in driving scientific and technological innovation, as well as its contributions to rural revitalization efforts. The findings suggest that the embedded Party building model is an effective approach to enhance the innovation system's efficiency in agricultural research institutes and holds significant implications for bolstering the overall efficiency of the national innovation system.
