农业科研院所人才队伍建设策略

摘要:
人才是实现民族振兴、赢得国际竞争主动的战略资源。农业科研院所在推动人才队伍建设中扮演着越来越重要的角色。然而,农业科研院所人才队伍建设的问题也日益凸显,如何吸引、培养、留住高层次人才,如何加强新时代高水平人才队伍建设,已成为农业科研院所面临的重要课题。文章概述了农业科研人才特征及人才队伍建设内涵,剖析了当前农业科研院所人才队伍存在的主要问题,并分析原因,提出针对性的策略建议,包括在人才引进方面注重高端人才、精准引育、综合评价、信任机制;在梯队建设方面加强战略科学家和青年科技人才的培养;在人才培养方面完善容错纠错机制和人才服务机制;在人才评价方面改进科技人才评价体系等。这一研究为科研院所人才队伍建设提供了有益的参考。

Abstract:
Talent is a strategic resource for achieving national revitalization and winning the initiative of international competition. Agricultural research institutes play an increasingly important role in promoting the construction of talent teams. However, the problems of talent team building in agricultural research institutes also become more and more prominent, and how to attract, cultivate and retain high-level talents, and how to strengthen the construction of high-level talent team in the new era become an important issue facing agricultural research institutes. This article outlined the characteristics of agricultural research talents and the connotation of talent team construction, summarized the main problems existing in the current talent team of agricultural research institutes, and analyzed the reasons for this, then put forward targeted strategic recommendations, including focusing on high-end talents, precise talent attraction, comprehensive evaluation, and trust mechanism in talent introduction, strengthening the training of strategic scientists and young scientific and technological talents in terms of echelon construction, improving the mechanism for error tolerance and correction and the talent service mechanism in terms of talent cultivation and improving the evaluation system for scientific and technological talents in terms of talent evaluation, and so on. It concludes that this study can provide a useful reference for the construction of talent teams in research institutes.
