基层农业科研单位项目进程管理的必要性分析——以辽宁省沙地治理与利用研究所为例

摘要:

目前我国农业科研工作处于快速发展的状态，农业科研院所承担的项目逐年增加，这对农业科研管理工作提出了新要求，为保障科研项目有序开展、科研成果高质量产出、科技成果高效转化，基层农业科研单位抓住科研项目进程管理是十分必要的。农业科研项目进程管理具有其复杂性和特殊性，是一种参与式管理模式，文章从农业科研管理业务出发，以辽宁省沙地治理与利用研究所工作实践为例，确定项目进程管理要素为“计划、财务、进展、成果、评估、反馈”，明确项目进程管理特点为“内部联动、实时动态、风险控制、适时适度、正向评价”，阐述科研项目管理必要性是“促进科研资金使用效率、保证项目目标结果产出、利于营造科研诚信体系、促进学科平台建立、易于良性科研评价体系形成”。以期为基层农业科研单位项目管理工作提高效率提供参考。

Abstract:

At present, agricultural scientific research in China is in a state of rapid development, and the number of projects undertaken by agricultural scientific research institutes is increasing year by year. This poses new requirements for agricultural scientific research management. To ensure the orderly progress of scientific research projects, the high-quality output of research results, and the efficient transformation of scientific and technological achievements, it is necessary for grassroots agricultural research institutes to focus on the process management of scientific research projects. The process management of agricultural scientific research projects has its complexity and particularity, and it is a participatory management model. Taking the work practice of the Institute of Sandy Land Control and Utilization of Liaoning Province as an example, this research started from the business of agricultural scientific research management, determined the elements of project process management as "planning, finance, progress, results, evaluation, and feedback", and clarified the characteristics of project process management as "internal linkage, real-time dynamic, risk control, timely and appropriate, and positive evaluation". And it elaborated on the necessity of scientific research project management as "promoting the efficiency of scientific research fund utilization, ensuring the output of project target results, facilitating the establishment of a scientific research integrity system, promoting the establishment of disciplinary platforms, and facilitating the formation of a benign scientific research evaluation system". It is expected to provide a reference for improving the efficiency of project management in grassroots agricultural scientific research institutes.
