摘要:

省级农科院是我国农业科技创新体系的重要组成部分,在支撑区域农业高质量发展中发挥着不可替代的作用。面对加快建设农业强国的战略需求,融合功能性和组织性两个视角进一步明确新时期省级农科院的功能定位,深度剖析其在构建科技创新体系中面临的现实困境,围绕加快构建“梯次分明、分工协作、适度竞争”的农业科技创新体系层面提出政策建议,为进一步优化我国农业科技创新布局、持续提升服务区域社会经济发展能力提供重要参考。

Abstract:

Provincial Academy of agricultural Sciences is an important part of China"s agricultural science and technology innovation system, which plays an irreplaceable role in supporting the high-quality development of regional agriculture. Facing the strategic demand of speed up the construction of agricultural power, fusion functional and organizational two perspective further defined the function of the provincial academy of agricultural sciences" orientation in the new period, deeply analyzes the reality in the construction of science and technology innovation system, around to speed up the building "pilot clear, collaboration, moderate competition" agricultural science and technology innovation system level policy Suggestions, in order to further optimize the agricultural science and technology innovation layout, improve service area social and economic development ability to provide important reference.
