摘要:

2017年党的十九大报告首次明确提出“三治合一”乡村治理架构，直指当前乡村治理中存在的问题，使乡村的有效治理跃升为国家治理体系和治理能力现代化的重要内容。本文就我国乡村治理的发展历史、“三治合一”乡村治理体系的具体内涵及相互关系进行分析，并指出目前我国乡村治理中仍存在的问题，通过实地调研和案例分析创新性地提出了新时期高质量构建“三治合一”乡村治理体系的思路与对策。

Abstract:

The report of the 19th National Congress of the Communist Party of China in 2017 clearly put forward the "three governance in one" rural governance structure for the first time, pinpointing the problems existing in the current rural governance, so that the effective governance of rural areas has become an important part of the modernization of China's governance system and capabilities. This paper examines the evolutionary history of rural governance in China, analyzes the specific connotations, interrelationships of "three governance in one" rural governance structure,and identifies persisting challenges in contemporary rural governance practices. Through field investigations and case study analyses, this paper innovatively proposes conceptual frameworks and practical strategies for constructing a high-quality "three governance in one" rural governance structure at present.
