摘要:

党的十九大报告首次明确提出“三治合一”乡村治理架构，直指当前乡村治理中存在的问题，使乡村的有效治理跃升为国家治理体系和治理能力现代化的重要内容。2024及2025年中央一号文件进一步凸显了新时代乡村治理在国家治理体系与治理能力现代化中的战略地位。以提出有效对策进一步完善我国现阶段乡村治理体系为研究目的，文章首先就我国乡村治理的发展脉络、历史沿革进行梳理，继而对“三治合一”乡村治理体系的具体内涵及相互关系进行分析，并指出目前我国乡村治理中仍存在的问题。通过实地调研和案例分析，该文创新性地提出了新时期高质量构建“三治合一”乡村治理体系的思路与对策，认为可借鉴各地乡村治理创新路径以进一步完善“三治合一”乡村治理体系，而产业发展与党的建设则是确保激发农民主体意识、凝聚内生动力，加快建设农业强国，实现中国式现代化的关键支撑。

Abstract:

The report of the 19th National Congress of the Communist Party of China clearly put forward the "three governance in one" rural governance structure for the first time, pinpointing the problems existing in the current rural governance, so that the effective governance of rural areas has become an important part of the modernization of China's system and capacity for governance. The 2024 and 2025 No. 1 Central Documents further emphasized the strategic position of rural governance in the modernization of China's system and capacity for governance during the new era. Aiming to propose effective countermeasures for improving China's current rural governance system, this paper first reviews the developmental trajectory and historical evolution of rural governance in China. It then analyzes the specific connotations and interrelationships within the "three governance in one"rural governance system, while identifying persistent challenges in current rural governance practices.Through field research and case studies, the paper innovatively proposes strategies and measures for constructing a high-quality "three governance in one" rural governance system in the new era. It suggests drawing lessons from innovative rural governance practices across regions to refine this system. Moreover, the paper highlights that industrial development and Party building serve as critical pillars for stimulating farmers' subjective consciousness, consolidating endogenous motivation, moving faster to build up China’s strength in agriculture, and realizing Chinese modernization.
