摘要:

习近平总书记在二十届中央纪委三次全会上指出：勇于自我革命，是我们党最鲜明的品格，也是我们党最大的优势；在二十届中央纪委四次全会强调：要持续推动全面从严治党向基层延伸。新时代新征程，全面从严治党向纵深推进需要广大党员干部的共同努力。自我革命不仅体现在工作时间内，工作时间外也需要自律自省。文章探讨如何加强对党员干部工作时间外的监督管理，针对工作时间外廉洁风险监督防控面临的认知不全、界限不清、措施单一等主要困境，提出以党建引领强化纪律教育、以聚焦关键领域构建长效监督机制、以完善制度强化监督执行等举措，同时为农业科研单位提供深化思想教育、完善制度责任体系以及分层分类管理等具体建议，旨在为纪检日常监督工作提供参考，为广大党员干部群众营造公开监督、风清气正的工作生活环境。

Abstract:

The Fourth Plenary Session of the 20th Central Commission for Discipline Inspection emphasizes the need to continuously promote the extension of comprehensive strict Party governance to the grassroots level. In the new era and new journey, the in-depth promotion of comprehensive strict Party governance requires the joint efforts of the vast number of Party members and cadres. Self-revolution is not only reflected during working hours, but also requires self-discipline and self-reflection outside of working hours. This research discussed how to strengthen the supervision and management of Party members and cadres outside of working hours. In response to the main difficulties faced in the supervision and prevention of integrity risks outside of working hours, such as incomplete cognition, unclear boundaries, and single measures, it proposed measures such as strengthening discipline education through Party building leadership, establishing long-term supervision mechanisms by focusing on key areas, and enhancing supervision implementation through improving systems. At the same time, it provided specific suggestions for agricultural research institutes, such as deepening ideological education, improving the institutional responsibility system, and perfecting stratification and classification, so as to provide a reference for the daily supervision work of discipline inspection and create an open, clean, and upright working and living environment for the vast number of Party members, cadres, and the masses.
