重庆市食品及农产品加工业科技创新评价指标体系研究

摘要:
根据我国农业农村部涉农重点产业指导目录、最新国民经济行业分类标准及重庆市食品及农产品加工实践,文章明确了重庆市食品及农产品加工业所涉行业与国民经济行业分类的对应关系。并构建了包括科技创新环境、科技创新投入、科技创新贡献和协同科技创新4个一级指标,由食品及农产品加工业企业数量、食品及农产品加工业企业数量占制造业企业数量的比重等22个二级指标构成的重庆市食品及农产品加工业科技创新评价指标体系及评价模型。最后对模型的运用在助力顶层设计精准施策、服务政府管理;针对市域及区县持续监测及评价,赋能区域产业发展;面向主导行业持续监测及评价,强化产业整体创新引领力;聚焦特色加工领域持续监测评价,全面激活产业集群创新动能4个方面进一步进行了分析。

Abstract:
According to the Key Agricultural Industries Guidance Catalog issued by the Ministry of Agriculture and Rural Affairs of China, the latest national economic industry classification standards, and the practices of food and agricultural product processing in Chongqing, this study clarified the correspondence between the industries involved in Chongqing's food and agricultural product processing sector and the national economic industry classification. And an evaluation indicator system and model for scientific and technological innovation in Chongqing’s food and agricultural product processing industry had been established, comprising four first-level indicators—namely, the environment for scientific and technological innovation, input in scientific and technological innovation, contributions of scientific and technological innovation, and collaborative scientific and technological innovation—and 22 second-level indicators, including the number of food and agricultural product processing enterprises and the proportion of such enterprises among all manufacturing enterprises. Finally, the application of the model was further analyzed in four aspects: supporting precise policy-making in top-level planning and serving government administration; enabling continuous monitoring and evaluation at the municipal and district/county levels to empower regional industrial development; facilitating ongoing monitoring and evaluation of leading industries to strengthen the overall innovation leadership of the sector; and focusing on continuous monitoring and evaluation of specialized processing sectors to fully activate the innovative momentum of industrial clusters.(下转第26页)
