摘要:

习近平总书记关于办公厅（室）工作的重要论述，内容丰富、内涵深刻、一以贯之，系统阐明了新时代办公厅（室）工作的角色定位、职能作用、工作方法和实践要求等，是指导党政机关办公室工作的根本遵循和行动指南。文章结合中国农业科学院综合政务工作实际，从强化政治建设、筑牢忠诚之魂，树立系统思维、构建协同格局，提高服务效能、优化工作作风，夯实人才之基、提升队伍素质，严守纪律规矩、筑牢廉洁底线等五个方面，浅析了提升政务管理效能的理论基础。在实践层面，围绕强化政治引领、优化运行机制、创新工作方法和加强队伍建设提出具体举措，旨在为农业科研单位办公室全面提升政务保障能力、服务农业科技自立自强和乡村全面振兴提供参考。

Abstract:

President Xi Jinping's important expositions and instructions on the work of general offices is rich in content, profound in connotation and consistent. It systematically clarifies the role positioning, functional responsibilities, working methods and practical requirements of general offices in the new era, and severs as the fundamental guidance for the work of Party and government office administrations. Based on the actual work of Administrative Office of Chinese Academy of Agricultural Sciences, this research briefly analyzed the theoretical basis for improving the efficiency of government management from five aspects: strengthening political construction, consolidating the soul of loyalty, establishing systematic thinking, building a collaborative pattern, enhancing service efficiency, optimizing work style, consolidating the foundation of talents, improving the quality of the team, strictly abiding by discipline and rules, and consolidating the bottom line of integrity. At the practical level, specific measures and achievements were proposed around strengthening political guidance, optimizing operation mechanisms, innovating working methods and enhancing team building, aiming to provide references for the offices of agricultural research institutes to comprehensively enhance their government support capabilities, serve the self-reliance and self-strengthening of agricultural science and technology and the comprehensive revitalization of rural areas.
