| 科研项目经费预算是支撑科研项目立项申请成功和顺利进行的关键要素。文章为了提高农业科研事业单位科研项目经费预算的编制质量，以广西蚕业科学研究院桑树科研团队“十三五”以来（2016—2023年）的桑树区（省）级以上科研项目为案例，分析广西农业科研事业单位科研项目的经费预算编制现状，发现存在“重申报、轻预算”思想严重、对政策法规理解不透彻、预算编制缺乏科学性和精准性、预算结构与科研活动不匹配、业财融合沟通不畅和预算调整机制不灵活等问题，提出加强科研项目团队对经费预算的重视、积极学习科研项目经费预算相关政策文件、完善科研项目团队的人员配置、加强科研项目团队的内部沟通和严格控制科研项目预算的调整过程等建议，为实现农业科研事业单位科研经费资源的合理分配、健全预算编制制度提供参考。 |

| The budget of scientific research project is the key factor to support the successful and smooth application of scientific research project. In order to improve the quality of the budget of scientific research projects in agricultural research institutions, this research analyzed the current situation of the budget of scientific research projects in agricultural research institutions in Guangxi, taking the scientific research projects at or above the mulberry district (province) level since the "Thirteenth Five-Year Plan" (2016?2023) of the mulberry research team of Guangxi Sericulture Research Institute as an example. It found that there were some problems, such as "re-declaration and light budget", incomplete understanding of policies and regulations, lack of scientificity and accuracy in budget preparation, mismatch between budget structure and scientific research activities, poor communication between industry and finance, and inflexible budget adjustment mechanism. Some improvement suggestions were put forward, such as strengthening the research project team's attention to the budget, actively studying the relevant policy documents of the research project budget, perfecting the personnel allocation of the research project team, strengthening the internal communication of the research project team, and strictly controlling the adjustment process of the research project budget, so as to provide a reference for realizing the rational allocation of research funds resources and the improvement of the budget preparation system in agricultural science research institutions. |
