国家农业科技计划项目绩效管理的优化路径探析

摘要:
国家科技计划项目是驱动农业农村科技创新的核心引擎,其绩效管理水平关乎国家粮食安全、农业产业竞争力与乡村振兴战略的实施成效。文章分析了农业农村科技项目创新周期长、风险高、公益性强和应用导向明确等特点,深入剖析了当前存在的主要问题。提出构建全链条绩效管理优化路径,旨在通过强化战略引领、完善分类评价、创新过程监管、强化结果应用和深化机制创新,全面提升农业农村领域国家科技计划项目的管理效能与资金使用效益,为实现高水平农业科技自立自强提供机制保障。

OPTIMIZING PERFORMANCE MANAGEMENT IN AGRICULTURAL SCIENCE AND TECHNOLOGY PROGRAMS

Abstract:
National science and technology programs serve as the core engine driving agricultural and rural scientific and technological innovation. Their performance management level is crucial to national food security, agricultural industry competitiveness, and the effective implementation of the rural revitalization strategy. This research analyzed the characteristics of agricultural and rural sci-tech projects, such as long innovation cycles, high risks, strong public welfare nature, and clear application orientation, and made an in-depth examination of the existing major issues. And it put forward a full-chain optimization path for performance management. By strengthening strategic guidance, improving evaluation systems, innovating process supervision, enhancing the application of results, and deepening institutional innovation, this path aims to comprehensively improve the management efficiency and fund utilization effectiveness of national science and technology programs in the agricultural and rural sectors, and provide institutional safeguards for achieving high-level self-reliance and self-improvement in agricultural science and technology.
