中国农业科研试验基地管理运营现状及发展建议

摘要:
随着乡村振兴战略深入实施与农业科技创新需求升级,我国农业科研试验基地已完成从单一科研场所到“创新+展示+教育+沟通+成果转化”综合性平台的转型。文章基于国内学术研究文献、行业实践案例及专项调研数据,系统分析了政府、科研单位、企业及混合所有制等多元主体建设运营的各类农业科研与试验基地平台,系统地整理了科研创新、技术示范推广、科教培训及对外合作四大功能,对比政府主导、科教单位主导、企业化管理和混合所有制四种不同的管理模式,揭示了规划缺失、资金不足、人才短缺、转化低效等共性瓶颈。据此提出,强化顶层设计、健全多元资金与人才机制、构建高效成果转化体系,以推动基地高质量、可持续运行,为国家粮食安全与农业现代化提供坚实支撑。

GOVERNANCE AND OPERATION STATUS QUO OF CHINA'S AGRICULTURAL RESEARCH AND EXPERIMENTATION BASES AND DEVELOPMENTAL RECOMMENDATIONS

Abstract:
With the in-depth implementation of the rural revitalization strategy and the upgrading of the demand for agricultural science and technology innovation, agricultural scientific research and experimental bases have evolved from single-purpose research sites into comprehensive platforms integrating innovation, demonstration, education, communication, and achievement transformation. Based on domestic academic research literature, industry practice cases and special survey data, this research focused on various agricultural research and experimental platforms constructed and operated by governments at all levels, science and education institutes, enterprises and mixed-ownership entities. And it systematically sorted out four core functions of these bases: scientific research innovation, technology demonstration and promotion, science and education training, and international cooperation, then it compared four different management models, namely government-led, science and education institutes-led, enterprise-based management, and mixed ownership. Furthermore, it identified common bottlenecks such as lack of planning, insufficient funds, talent shortage, and inefficient transformation. Based on this, it proposed to strengthen top-level design, improve diversified funding and talent mechanisms, and build an efficient achievement transformation system to promote the high-quality and sustainable operation of the bases, thereby providing solid support for national food security and agricultural modernization.
