从职称评审角度谈科研诚信问题及治理对策

摘要:

科研诚信建设对于农业科研单位科研能力的提高，整体竞争力上升甚为重要，农业科研管理工作者在科研诚信建设中扮演着重要角色，包括农业科研过程管理、学术成果评审和职称评审。文章论述了农业科研项目和职称评审科学化规范管理的重要性，从职称申报环节的个人诚信、审核推荐环节的单位诚信、评审环节的专家诚信等方面，分析了职称评审中农业科研诚信不足或缺失对职称评审结果的影响。提出职称评审过程中涉及的科研诚信问题需各级管理部门和科研共同体协同治理，要进一步规范学术评价和职称评审监管制度化、规范化，加大科研作风失范行为失信惩戒制度建设管理，促进科研系统的良性运行，切实维护职称评审工作的严肃性、权威性，确保职称评审公平公正的对策建议。

Abstract:

The development of scientific research integrity is crucial for the improvement of scientific research capabilities and overall competitiveness of agricultural research institutions. Professionals engaged in agricultural research management play a vital role in fostering research integrity, which encompasses the management of research processes, the evaluation of academic achievements, and professional title evaluation. This research discussed the importance of implementing scientific and standardized management in agricultural research projects and professional title evaluations. And it examined how inadequacies or lapses in research integrity—at the stages of individual application, institutional review and recommendation, and expert evaluation—affect the outcomes of professional title assessments. Furthermore, it proposed targeted countermeasures: to address research integrity risks during professional title evaluation through joint governance of multi-level administrative departments and the research community; to fully institutionalize and standardize academic assessment and evaluation supervision; to improve punishment mechanisms for academic misconduct; to sustain healthy operation of agricultural research systems, uphold the seriousness and the authority of professional title evaluation, so as to ensure its fairness and justice.
