摘要:

新质生产力，作为科技创新引领下的更高质量的新型生产力，为农业发展和科研管理效率提升提供了新的契机。文章基于农业新质生产力的内涵与特征，构建了农业新质生产力评价指标体系，运用熵值法、Dagum基尼系数法、Kernel密度估计法和空间计量模型对2011-2022年中国30个省份的农业新质生产力水平进行测度和分析。研究发现：中国农业新质生产力水平整体上呈逐年上升状态，但总体水平不高；各维度上，新质生产资料发展水平最高，新质劳动对象次之，新质劳动者最末；各区域上，各地差距呈扩大态势，部分地区存在区域极化现象。由空间溢出性分析可知，研发投入、农村劳动力收入水平和农林牧渔业发展水平均对农业新质生产力的空间效应起着正向作用，由于农村的教育体系仍不完善、乡村政府资金有限等因素，部分因素与农业新质生产力暂未产生良性互动。基于研究结论，文章为我国农业创新性可持续性发展提供可行性建议。

Abstract:

New quality productivity, as a new productivity with higher quality under the guidance of scientific and technological innovation, provides a new opportunity for agricultural development and the improvement of agricultural science and technology management efficiency. Based on the connotation and characteristics of the agricultural new quality productivity, this paper constructs an evaluation index system of the agricultural new quality productivity, and measures and analyzes the level of the agricultural new quality productivity in 30 provinces in China from 2011-2022 by using entropy method, dagum Gini coefficient method, kernel density estimation method and spatial econometrics model. The results show that the overall level of the agricultural new quality productivity in China is increasing year by year, but the overall level is not high; In all dimensions, the development level of new means of production is the highest, the object of new labor is the second, and the object of new labor is the last; In various regions, the gap between regions is widening, and there is a phenomenon of regional polarization in some areas. According to the analysis of spatial spillover, RD investment, the income level of rural labor force and the development level of agriculture, forestry, animal husbandry and fishery all play a positive role in the spatial effect ofthe agricultural new quality productivity. Due to the imperfect education system in rural areas and the limited funds of rural governments, some factors have not yet had a positive interaction with the agricultural new quality productivity. Based on the research conclusions, this paper provides feasible suggestions for the innovative and sustainable development of agriculture in China.
