摘要:

随着国家对农业科技投入的不断提升及农业科技领域腐败案件的增多,做好农业科技领域监督工作已经成为社会各界关注的重点。本研究基于某农业科研院所科研项目全过程监管调研情况,探索在原有监督框架下建立一种更符合科学研究实际、更尊重科研人员需求、更注重多元主体协同的监管方式,为做好新时期农业科研工作、提升创新体系效能提供参考。调研结果表明,相较于传统的科研项目“事后”监管,科研人员更关注考核指标及内容合理性、成果相关性、指标完成情况等过程性监管情况,对职能部门“服务式监管”、强化科研诚信、杜绝学术腐败呼声较大。下一步,农业科研院所须在提高管理部门“靠前监管”意识、提高各环节监管力度、推动形成监管合力等方面进一步发力。

Abstract:

Amidst increasing national investments in agricultural science and technology and a rise in corruption cases within this sector, effective oversight has become a critical concern for stakeholders. This study investigates the implementation of full-process supervision of research projects in an agricultural research institution, aiming to develop a regulatory approach that better aligns with scientific realities, respects researchers" needs, and emphasizes multi-stakeholder collaboration. The proposed framework seeks to enhance agricultural research efficiency and innovation system performance in the new era. Findings indicate that, compared to conventional ex-post oversight, researchers prioritize procedural monitoring aspects such as the rationality of assessment criteria, relevance of outcomes, and fulfillment of targets. There is strong advocacy for functional departments to adopt service-oriented supervision, strengthen scientific integrity, and eliminate academic misconduct. Moving forward, agricultural research institutions must enhance proactive regulatory awareness among management, intensify supervision at all stages, and foster synergistic oversight mechanisms.
