| 摘要: |
| 虚拟研究机构作为新型科研组织形式,在优化资源配置、提升创新效能方面具有显著优势,但其标准化建设仍处于探索阶段。文章以江苏省农业科学院为例,通过文献综述、案例分析、比较研究与调查研究等方法,系统梳理虚拟研究机构内涵、运行现状、主要成效及建设过程中存在问题。研究发现,当前虚拟研究机构在思想认知、政策配套、制度建设和组织保障等方面仍面临挑战。结合新时期农业科技创新要求,从治理理念、组织架构、运行管理、制度体系及工作保障5个维度,以目标为导向、机制为纽带、制度为保障,提出推进其标准化建设的路径与对策,实现跨团队、跨单位的深度融合与协同创新,以期为同类型科研单位虚拟研究机构建设的规范化、可持续运行提供参考。 |

| As a novel form of scientific research organization, Virtual Research Institutes (VRIs) possess significant advantages in optimizing resource allocation and enhancing innovation efficiency; however, their standardized construction remains in an exploratory stage. Taking Jiangsu Academy of Agricultural Sciences (JAAS) as a case study, this research employed methods such as literature review, case analysis, comparative research, and field investigations to systematically analyze the connotation, operational status, primary achievements, and existing challenges in the development of VRIs. The study revealed that VRIs currently faced challenges regarding conceptual awareness, supporting policies, institutional frameworks, and organizational guarantees. And in light of the requirements for agricultural science and technology innovation in the new era, it proposed paths and strategies for promoting standardized construction across five dimensions: governance philosophy, organizational structure, operational management, institutional systems, and operational safeguards. By adopting a goal-oriented approach—utilizing mechanisms as bonds and systems as guarantees—these strategies aim to achieve deep integration and collaborative innovation across teams and institutions. Therefore, the findings can serve as a reference for the standardized and sustainable operation of VRIs within similar scientific research organizations. |
