摘要:

农业科研基地是农业科学事业单位培养农业科技人才、科技创新、实施和转化科研成果的重要基地，集人才培训、科技示范、成果转化等功能于一体。近年来，农业科研基地迅猛发展，然而，受限于基地资金支持名录获批困难，运维资金投入不稳定，设施设备更新迟缓，配套管理制度相对落后，财务人员专业素养亟需提升等多重因素，现有农业科研基地普遍呈现出零散化、低效化和短视化等显著问题，难以契合农业科研与生产连贯性强、周期漫长的特殊需求，严重制约了农业科研基地应有功能的发挥。鉴于此，对农业科研基地的财务管理进行优化与创新显得尤为迫切。文章聚焦农业领域科学事业单位中科研基地的财务管理问题，展开探究与剖析，基于对科研基地现存财务困境的分析，深刻认识强化其财务管理的关键性作用，从拓宽基地资金申报门槛、谋求多元化经费来源、实施绩效评估、推进制度革新及加强人才队伍建设等多个维度，对农业科研基地财务体系构建进行了系统探讨。旨在为农业科研基地的财务管理提供宝贵参考，进而有力促进农业科研基地的高效优质发展。

Abstract:

Agricultural science research bases are crucial platforms for agricultural science institutions to cultivate agricultural technology talents, conduct technological innovation, and implement and transform research achievements, integrating functions such as talent training, technological demonstration, and achievement transformation. In recent years, these bases have developed rapidly; however, constrained by multiple factors, including difficulties in obtaining for funding support lists, unstable investment in operation and maintenance funds, slow renewal of facilities and equipment, relatively backward supporting management systems, and the urgent need to improve the professional competence of financial personnel, and existing agricultural research bases generally show significant problems such as fragmentation, inefficiency, and shortsightedness. These issues make it difficult to meet the special needs of agricultural research and production, which are characterized by strong continuity and long cycles, thereby seriously restricting the fulfillment of the intended functions. In view of this, it is particularly to optimize and innovate the financial management of agricultural research bases. Focusing on the financial management issues of research bases within agricultural science institions, this study conducted an investigation and analysis. Based on the existing financial dilemmas, it recognized the critical role of strengthening financial management. From multiple dimensions, including broadening funding application thresholds, seeking diversified funding sources, implementing performance evaluation, promoting institutional innovation, and strengthening talent team building, this study systematically explored the construction of the financial system for agricultural research bases, so as to provide valuable references for the financial management of agricultural science research bases, thereby effectively promoting their high-quality and efficient development.
