摘要:

在创新驱动发展战略深入实施与科技自立自强背景下，构建系统化、规范化的知识产权管理体系是科研院所提升创新效能、促进成果转化的重要制度保障。本文以《科研组织知识产权管理规范》（GB/T 33250-2016）的贯标实践为研究对象，以中国农业科学院环发所为案例，系统剖析了科研院所实施知识产权管理贯标工作的内在逻辑、系统路径与综合成效。研究认为，贯标本质是将外部制度要求内化为组织协调统一的管理体系，通过“全员、全流程、全要素”的系统工程，实现知识产权管理从分散、模糊向标准化、流程化的根本转变。环发所的实践表明，贯标工作显著提升了管理体系规范化水平与风险防控能力，有效激发了创新活力并促进了知识产权产出量质齐升，强化了成果转化导向并取得了显著经济效益。

Abstract:

In the context of deepening innovation-driven development strategies and advancing self-reliance in science and technology, establishing a systematic and standardized intellectual property management system serves as a crucial institutional safeguard for research institutions to enhance innovation efficiency and promote the transformation of research outcomes. This study examines the implementation of the "Intellectual Property Management Standards for Research Organizations" (GB/T 33250-2016), using the Institute of Environmental Development (IED) at the Chinese Academy of Agricultural Sciences as a case study. It systematically analyzes the internal logic, systematic approaches, and comprehensive effectiveness of implementing standardization in intellectual property management. The research concludes that standardization fundamentally transforms external institutional requirements into a unified organizational management framework. Through a "full-staff, full-process, and all-element" systematic approach, it achieves a fundamental shift from fragmented and ambiguous to standardized and procedural intellectual property management. The IED''s practice demonstrates that standardization significantly elevates the standardization level of management systems and risk prevention capabilities, effectively stimulates innovation vitality, promotes both the quantity and quality of intellectual property output, strengthens the orientation towards technology transfer, and yields substantial economic benefits.
