数字化转型背景下农业信息服务供需失衡问题及优化路径研究

摘要:
【目的】 在数字经济蓬勃发展的背景下,农业信息服务作为推动农业现代化和乡村振兴的重要支撑,其供需结构却面临严重失衡。文章旨在揭示农业信息服务供需错配的结构性根源,并提出具有针对性的优化路径。【方法】 研究采用系统分析与批判性思辨相结合的方法,首先梳理当前农业信息服务的技术演进与供需现状,进而剖析内容、对象、技术适配和区域差异等层面的典型失衡表现。【结果】 农业信息服务供需失衡的原因在于制度顶层设计与基层实践断裂、供给侧驱动力不足、需求侧识别困难、技术壁垒与基础设施不完善等。【结论】 优化农业信息服务供需结构的五大路径:完善政策与制度保障、提升服务精准性与多样性、增强农户数字能力、推动技术融合与平台整合、探索可持续商业模式。未来农业信息服务体系的构建应转向“以农为本、共建共享”的协同治理模式,实现从供需错配走向结构优化,为数字乡村建设提供现实支撑。

Agricultural information services in the digital transformation era:Structural imbalances,causes,and collaborative optimization pathways

Abstract:
[Purpose] Against the backdrop of the flourishing digital economy,the supply and demand structure of agricultural information services,as an important support for promoting agricultural modernisation and rural revitalisation,is facing a serious mismatch. This study aims to reveal the structural causes of the mismatch and propose targeted optimization strategies.[Method] Using a combination of literature analysis and critical qualitative reasoning,this study first outlined the technological evolution and supply-demand dynamics of agricultural information services,and then identified the main manifestations of imbalance,including mismatches in content,target groups,technical adaptability,and regional disparities.[Result] The reasons for the imbalance between the supply and demand for agricultural information services lied in the systemic-policy fragmentation,insufficient supply-side incentives,unclear demand-side articulation,and technical-infrastructural barriers.[Conclusion] Five optimization pathways have been proposed to optimise the supply and demand structure of agricultural information services:strengthening institutional support,improving service precision and diversity,strengthening farmers′ digital competencies,promoting technological integration and platform interoperability,and exploring sustainable business models. The findings suggest a paradigm shift towards a collaborative,farmer-centred governance model to build a more balanced and effective agricultural information service system,thereby supporting the broader goals of digital rural development.
