摘要:

习近平总书记指出,“要向一二三产业融合发展要效益,强龙头、补链条、兴业态、树品牌,推动乡村产业全链条升级,增强市场竞争力和可持续发展能力”。生产性服务业是推动产业高质量发展的重要因素,也是推动生产要素实现市场化配置的核心内容。生产服务业既是乡村产业的有机组成部分,又是推动乡村产业高质量发展的关键要素。然而在我国乡村当前的发展条件下,受限于“成本覆盖”、“信息对称”、“空间满足”和“时间满足”等基础条件,农业产业和生产服务业较难做到相向而行。数据作为生产要素融入农业生产以及乡村产业生产服务业已不是简单的叠加,而是一个相互协同和融合的过程,从而形成一个紧耦合关系。数据要素的有效融入将有效推进乡村产业生产性服务业高质量发展,并促进农业生产服务业和乡村产业的高质量融合发展。

Abstract:

General Secretary Xi Jinping pointed out that ‘we should seek benefits from the integrated development of primary, secondary and tertiary industries, strengthen the leading role, mend the chain, develop the industry and establish the brand, promote the upgrading of the whole chain of rural industries, and enhance the competitiveness of the market and the ability of sustainable development’. Productive service industry is an important factor to promote the high-quality development of industry, and it is also the core content to promote the market-based allocation of production factors. Production service industry is not only an organic part of rural industry, but also a key element to promote the high-quality development of rural industry. However, under the current development conditions in China's countryside, limited by the basic conditions of ‘cost coverage’, ‘information symmetry’, ‘spatial satisfaction’ and ‘time satisfaction’, the production service industry is a key element to promote the high-quality development of rural industry. Under the conditions of development, it is difficult for the agricultural industry and the production service industry to move in the same direction due to the basic conditions of ‘cost coverage’, ‘information symmetry’, ‘spatial satisfaction’ and ‘time satisfaction’. The integration of data as a production factor into agricultural production and rural industry production service industry is not a simple superposition, but a process of mutual synergy and integration, thus forming a tightly coupled relationship. The effective integration of data elements will effectively promote the high-quality development of rural industrial production service industry and the high-quality integration of agricultural production service industry and rural industry.
