| 【目的】 为进一步优化北京农业科技资源配置,建设具有全球影响力的农业科技创新中心提供思路参考,同时为国内超大城市探索“高地研发、飞地转化、区域应用”的农业科技协同发展模式提供可复制、可推广的“首都样板”。【方法】 文章通过“三库融合、四维校验”样本收集方法锁定758家农业科技企业作为分析对象,利用大数据筛查、重点企业走访、行业主管部门座谈、专家研讨等方式对758家农业科技企业进行了系统梳理与分类分析,从区域发展、经营情况两个层面剖析了当前北京市农业科技企业发展现状。【结果】 (1)北京市农业科技企业空间分布呈现“单极化—圈层递减—远郊可期”3重特征,其中海淀区农业科技企业最多,占比19.53%;营业收入在5 000万元至1亿元之间农业科技企业数量较少,一定程度反映出农业科技企业中间梯队存在断层。(2)北京农业科技企业发展存在“主体引领作用还需进一步强化”“精准支持政策还需进一步完善”“成果转化效率还需进一步提升”等三大问题。【结论】 充分考虑到北京农业科技研发端资源富集、但在土地、人工、环保等方面约束,提出“强化企业主体地位,构建农业科创共同体”“完善政策精准支持,激发创新创业活力”“深化京津冀协同发展,提升成果转化效率”等对策建议。 |

| Abstract: |
| [Purpose] To provide a reference for further optimizing the allocation of agricultural technology resources in Beijing and building a globally influential agricultural technology innovation center,while also offering a replicable and scalable "Capital Model" for domestic megacities that are exploring collaborative development models of " highland R&D,enclave transformation,and regional application".[Method] This study identified 758 agricultural technology enterprises as the analysis objects through a "three-database integration,four-dimensional verification" sample collection method. Systematic review and classification analysis of these enterprises were conducted using big data screening,field visits to key enterprises,symposiums with industry regulatory authorities,and expert seminars. The current development status of Beijing′s agricultural technology enterprises was analyzed from two dimensions:regional development and business operations.[Result] (1) The spatial distribution of agricultural technology enterprises in Beijing exhibited three characteristics:single-polarization,circular decline,and promising suburban potential. Haidian District had the highest number of agricultural technology enterprises,accounting for 19. 53%. The relatively small number of enterprises with operating revenues between 50 million and 100 million RMB indicated a gap in the middle tier of the agricultural technology enterprise ecosystem. (2) Three major problems were identified in the development of Beijing′s agricultural technology enterprises:the leading role of enterprises needed further strengthening,precise support policies needed further improvement,and the efficiency of technology transformation needed further enhancement.]Conclusion] Taking full consideration of Beijing′s abundant resources in agricultural technology R&D but constraints in land,labor,and environmental protection,the following countermeasures and suggestions are proposed:strengthening the principal position of enterprises to build an agricultural technology innovation community,improving precise policy support to stimulate innovation and entrepreneurship vitality,and deepening Beijing-Tianjin-Hebei coordinated development to enhance technology transformation efficiency. |
