| “一肩挑”政策全面落地背景下,村干部选拔中“民意推荐+组织审核”的复合机制带来了较大张力。所谓张力,即是二者因目标、标准、权力和程序的结构性错位而产生的持续紧张状态。以Q省H市为例,从制度根源、传导机制、认知基础和放大因素四个层次分析了存在张力的原因。研究发现:民主自治与治理效能的双重目标冲突是制度的根源;压力型体制通过乡镇流向对“可控型”人选的偏爱、乡土逻辑与行政逻辑等方面存在认识不同导致张力持续存在;程序规范缺乏供给将张力放大成为现实冲突。四者叠加形成闭环后,造成张力反复再生。据此提出正视双重目标冲突、缓解压力传导、弥合认知分歧、补足程序规范差距、打破叠加闭环五个层级调适路径。 |

| The Practical Tensions Between Public Opinion Recommendation and Organizational Review in the Selection of Village Cadres Under the "Concurrent Post" Policy |

| Against the backdrop of the full implementation of the “concurrent post” policy, the composite mechanism of “public opinion recommendation plus organizational review” in village cadre selection has generated considerable tensions. The term “tension” refers to the sustained state of strain arising from the structural misalignment of objectives, criteria, power, and procedures between the two. Taking H City in Q Province as a case study, this paper analyzes the causes of these tensions from four dimensions: institutional roots, transmission mechanisms, cognitive foundations, and amplifying factors. The findings reveal that the dual conflict between democratic autonomy and governance efficacy constitutes the institutional root. The pressure-based system, through its transmission to the township level, leads to a preference for “controllable” candidates. Cognitive divergences between local community logic and administrative logic perpetuate the tensions. The lack of procedural norms amplifies these tensions into actual conflicts. The overlapping of these four factors forms a closed loop, causing the tensions to recur repeatedly. Accordingly, a five-pronged approach to reconciliation is proposed: confronting the dual objective conflict, alleviating pressure transmission, bridging cognitive divergences, remedying procedural norm gaps, and breaking the overlapping closed loop. |
