| 【目的】系统分析农业一站式数字化综合服务在禹城市的发展基础、实践进展与瓶颈短板,探索县域层面破解服务资源碎片化、小农户融入困难、数据价值释放不足等问题的可行路径,为构建全链条一体化的农业数字化综合服务体系提供优化方案。【方法】采用实地调研与政策分析法,以禹城市为典型案例,深入剖析“吨半粮”产能建设、大豆玉米带状复合种植数字化集成、农产品电商直播及全程托管服务等实践数据,结合“齐鲁农云”平台架构识别资源整合、设施覆盖、要素协同等方面的短板并提出对策。【结果】禹城市已形成较好的数字化服务基础,生产端智能水肥管理、遥感监测及智能农机调度成效初显,仍存在服务资源跨部门碎片化、村级数字基础设施薄弱、小农户面临技术与成本双重门槛、涉农数据共享不充分、复合型人才及金融服务协同不足等五大瓶颈。【结论】推进农业一站式数字化综合服务,是农业生产性服务业向价值链高端延伸的关键举措。应构建县域“农服一张网”,对接省级“齐鲁农云”实现资源整合与数据贯通;通过共享模式与适老化设计降低小农户使用门槛,加快5G、物联网等设施向村级延伸;以“吨半粮”建设为牵引深化精准种植与智慧农机服务;拓展数字化销售渠道并强化区域品牌价值;推进全程托管服务数字化转型。只有强化组织创新、要素保障与数据价值释放,才能将零散应用转化为普惠服务,为“山东服务”品牌贡献农业力量。 |

| [Purpose]This study systematically analyzes the development foundation, practical progress, and bottlenecks of one-stop digital integrated agricultural services in Yucheng City, exploring feasible pathways at the county level to address issues such as fragmented service resources, difficulties for small farmers in participation, and insufficient data value realization. It aims to provide optimized solutions for building a fully integrated, end-to-end digital agricultural service system.[Method]Using field research and policy analysis, this study takes Yucheng City as a typical case, conducting an in-depth examination of practical data from initiatives including "ton-and-a-half grain" production capacity development, digital integration of strip intercropping of soybeans and corn, e-commerce livestreaming for agricultural products, and full-process entrusted management services. By analyzing the architecture of the "Qilu Agricultural Cloud" platform, it identifies shortcomings in resource integration, infrastructure coverage, and factor coordination, and proposes corresponding strategies.[Result]Yucheng has established a solid foundation for digital services, with initial success seen in intelligent water and fertilizer management, remote sensing monitoring, and smart machinery scheduling on the production side. However, five major bottlenecks remain: fragmented cross-departmental service resources, weak digital infrastructure at the village level, dual barriers of technology and cost for small farmers, inadequate sharing of agricultural data, and insufficient collaboration among multidisciplinary talent and financial services.[Conclusion]Advancing one-stop digital integrated agricultural services is a key measure for extending agricultural production services toward higher value-added segments of the value chain. A county-level "unified agricultural service network" should be established, connected to the provincial "Qilu Agricultural Cloud" platform to achieve resource integration and data interoperability. Shared models and age-friendly designs should be adopted to lower entry barriers for small farmers, while accelerating the extension of 5G and IoT infrastructure to rural villages. The "ton-and-a-half grain" initiative should drive deeper precision farming and smart machinery services. Digital sales channels should be expanded and regional brand values strengthened, and full-process entrusted services should undergo digital transformation. Only through organizational innovation, robust support for essential factors, and effective data value realization can scattered applications be transformed into inclusive services, contributing agricultural strength to the "Shandong Service" brand. |
