长江三峡库区产业发展基金投资的若干问题

摘要:

阐述了长江三峡工程现状：主体工程有望提前完工，库区“搬迁经济”特色突出，产业发展滞后；介绍了国家三峡库区产业发展基金设置的重要性和运行规则，对1～2批基金项目特点和存在问题进行了分析；最后提出了宣传和鼓励企业与农民共同参与项目建设，生产附加值高的高新技术产业化项目，建立创新基金投放的回收机制等几点建议。

Abstract:

This paper expounds the present status of three gorges engineering of the Yangtze River, i. e. the major engineering will hopefully completes ahead of time schedule, moving economy characteristics of the reservoir region is outstanding, but the industry development is somewhat lagged behind. This paper introduces the importance of setting development fund for national Three Gorges reservoir region industry and its operating rules. It also analyzes the characteristics existing problems of group 1 2 fund projects. At last, it raises several suggestions of advertising encouraging enterprises farmers to participate in the project construction, establishing high new technological industrialization project with high added value, and constructing reclaim system for renovated fund investment, etc.
