新疆贫困地区产业结构升级缓慢的原因实证分析

摘要:

新疆贫困地区产业结构中第一产业比例过大,第二产业不强,第三产业发展水平过低,这是制约该地区经济发展的重要因素。该文通过对该地区产业结构近22年变动趋势分析,认为政府应采取强化农村土地承包使用权管理和优化生存环境的措施,才有可能推动其优化升级,振兴新疆贫困地区经济。

Abstract:

The ratio of the first industry structure in the industry structure of poverty-stricken areas of Xinjiang is too big,while that of the second industry is weak and the development level of the third one is very low.These are the important factors restricting the economic development of this region.Through analyzing the changing tendency of the region's industry structure during the past 22 years,this paper gains the following conclution:the government should adopt the measures of strengthening the management on contracted land utilization right in rural areas and optimizing the living conditions,so as to promote the industry structure up-grading and to stimulate the economic development in poverty-stricken areas of Xinjiang Autonomouse Region.
