| 该文阐述了土地流转的重要性和必要性，介绍了永春县土地流转的基本情况，分析了面临的问题。 提出了创新观念，提高土地流转的积极性;建立机制，推动土地顺利流转;健全网络，强化土地流转的管 理和服务;加强引导，促进农业适度规模经营;有效运作，培育新型农业产业;加大投入，促进现代农业 发展等六条加快土地流转，促进农业规模经营、产业化发展的主要对策措施。 |

| This paper comprehensively stated the importance and necessity of the land transfer， introduced the bas- ic situation of land transfer in Yongchun County， and analyzed the problems facing us， and then put forward 6 countermeasures for speeding up land transfer， promoting large-scale agricultural economy and industrial develop- ment， i.e.， to innovate the concept for raising the land transfer initiatives， to establish mechanisms for promoting the successful land transfer， to perfect the network for strengthening the management and services of land transfer， to strengthen guidance for promoting the appropriate scale of agricultural economy， to operate effectively for cultiva- ting new agricultural industry， to increase investment for promoting modern agriculture development， etc. |
