川西山区农村土地承包经营权 流转现状及制约因素分析  ———以四川省雅安市为例

摘要:

摘 要 该文为了揭示川西山区农村土地承包经营权流转现状及制约因素，通过问卷调查、实地访谈、比 较分析法对其进行了相关分析研究。研究结果表明:主要的制约因素包括人均耕地面积少，农户对土地的 依赖性强，农民对流转的相关法律法规知之甚少，城乡结合部和远离城市的偏远地区土地收益等差距较大。 在此基础上，针对流转现状及制约因素，提出了加强对承包经营权政策的宣传、加快土地流转市场培育等 建议。

Abstract: At present， the urban-rural dual economic structure has become an outstanding obstacle constraining the development of China's economic harmony. With the deepening of reform and opening up， the contradictions and problems caused by the urban-rural division increasingly become apparent. Due to the background， the uni- fied design between the city and the countryside is increasingly becoming a major problem affecting economic and social harmonious development. This paper explored the specific meaning of the unified design between the city and the countryside， and the principles needed to be followed and the relationship needed to be properly handled in the process of the transformation from dual economy to one unified economy.
