| 土地资源紧缺与村镇土地低效粗放利用并存的矛盾已成为可持续发展面临的一个重要难题。节约 和集约利用农村居民点用地对缓解建设用地需求，提高土地的利用效率具有重要的现实意义。该文通过分 析连山壮族瑶族自治县农村居民点用地粗放利用的本质问题，试图从体制、机制上找准问题的主要症结， 从技术和管理，由宏观到微观等不同层面探求解决途径，提出改进措施。 |
