| 新疆生产建设兵团是一个具有特殊管理体制的组织，在新疆经济社会发展中处于重要地位和作 用。兵团城镇化具有维护边疆稳定和促进经济发展的双重功能，兵团城镇化发展的背景具有国际和国内的 双重特性;兵团城镇化发展的环境具有资源丰富和生态脆弱的双重特性;兵团城镇化动力机制具有市场机 制和计划机制的双重特性。兵团特色城镇化是壮大兵团屯垦戍边职工队伍的有效途径，有利于提升兵团经 济实力，有利于兵团履行屯垦戍边历史使命，维护新疆社会稳定。 |

| Abstract: |
| Xinjiang Production and Construction Group（XPCG） is a special management organization which plays an important role in Xinjiang′s economic and social development. The urbanization in XPCG has functions in main- taining frontier stability and promoting economy development. The background of XPCG′s urbanization has interna- tional and domestic characteristics. The surroundings have dual characteristics in rich resources and brittle ecologi- cal environment. The urbanization dynamic mechanism has dual characteristics in market mechanism and planning mechanism. And hence XPCG′s urbanization is an effective way to enhance the staffs， improve economic strength， implement historical mission， and maintain social stability. |
