| 由于历史、自然、人文环境等多重因素的制约，西部地区城乡发展差距大、农村贫困率高。这种 状况既制约着西部地区本身的发展，同时也对全国城乡一体发展带来负面影响。通过运用层次分析与头脑 风暴、理论分析与实证研究、定性分析与定量评价相结合等方法，构建出西部地区城乡一体发展的评价指 标体系，并对其实现程度进行评价。在此基础上提出了西部地区推进城乡一体发展的建议。 |

| Abstract: |
| History， nature and culture are all the important restricting factors which lead to the big development gap between urban and country and high rate of rural poverty. This situation not only restricts the development of the western region itself， but also generated the negative effects on urban-rural integration development of China. By the methods of analytic hierarchy process and brainstorming， theoretical analysis and empirical research， quali- tative analysis and quantitative evaluation， the paper built up the evaluation index system of urban and rural inte- gration development in the western region， and assessed the extent of its implementation. Finally it put forward some proposals to promote rural and urban development in the western region. |
