| 通过对山东临沂市农村土地流转成功实践的调查，分析了当前制约土地流转的一些体制机制方面 的因素，提出了完善家庭联产承包责任制，建立土地使用权流转机制，大力发展农业产业化，打破传统户 籍管理模式、搭建农村人口向城市流转的新平台等对策措施，并创新性地提出了在城市化进程中采取建 设”城市特区”、实行”异地还建”的加快推进农村土地流转新构想。 |

| Through the investigation on the situation of the rural land circulation in Linyi city of Shandong prov- ince， this paper analyzed the factors that restricted land circulation and proposed some countermeasures， such as improving household-contract responsibility system， establishing land circulation mechanism， developing agricul- tural industry， and so on， especially put forward the innovative ideas to build”city special zone” during the pro- gress of urbanization and execute”cross-region emplacement” policy to accelerate rural land circulation. |
